電子商務支付工具將有更多選擇，線上儲值者可採兩種模式，第三方支付業者可尋電子票證模式自辦或與銀行業者合作，因法律架構不同，各有不同規定，消費者可以仔細比較後作選擇。

對第三方支付業者而言，究竟應單獨辦理儲值業務或跟銀行合作儲值業務？金管會銀行局長桂先農昨（7）日表示，自己辦理需要3億元資本額，但若已跟銀行合作，是否還有必要自己做，由業者自行判斷。

桂先農表示，根據行政院裁示，第三方支付業者可以跟銀行合作推線上儲值帳戶，若無興趣，也可自行申設電子票證發行機構，辦理線上儲值。
