上個月中(6月18日)，高鐵在高雄市大社區路段被大型塑膠布纏住電線，以致營運中斷，颱風季節即將到來，高鐵呼籲沿線民眾，務必將農作或建築覆蓋物件妥善固定，如果因為未善盡管理責任，以致威脅行車安全，將會觸犯法令，高鐵公司也會依法究責、求償。

根據高鐵公司的統計，在高雄市大社路段，前後一共發生兩次空飄物纏繞架空電線，造成營運中斷，第一次是在去年六月間(2012年6月12日)，第二次則是今年六月間(2013年6月18日)，顯見大社附近區域，容易因為區域性強風，釀成類似災害。

高鐵公司表示，依據《鐵路法》規定，「在鐵路軌道或有關設備上堆積、放置或拋擲物品足以妨害行車安全」，可處新台幣1000元以下罰鍰。而交通部也正在修法，打算將相關罰責提高至罰鍰1萬至5萬元。
